Senior Procurement and Supply chain Management Expert - South-East Asia

ResultsinHealth is currently looking for a part-time independent Senior Procurement and Supply Management (PSM) Expert who is experienced in assessing grants and systems to procure and manage health commodities in multiple countries, based in South-East Asia.

About ResultsinHealth

ResultsinHealth has major responsibilities for PSM oversight activities in over 50 countries, through a collaborative agreement with PricewaterhouseCoopers and the Global Fund to Fight AIDS, Tuberculosis and Malaria for Local Fund Agent (LFA) services. Products procured under Global Fund grants include pharmaceuticals, diagnostics, lab materials, medical equipment, PPE, and preventive materials such as long-lasting insecticide treated nets and condoms. Our mission is to ensure their rational forecast, purchase, distribution and use throughout the health system by assisting implementing partners, governments and donors with reviews and recommendations.

The team you are part of

We work amongst a team comprising local and international experts in Monitoring & Evaluation, Finance, Management, Laboratory and other technical areas as required by the grants specifics.

Responsibilities

Assessments relate to the full cycle of product selection, quantification of needs, procurement, quality assurance, storage, distribution, inventory management, and their appropriate use. You will assess and monitor PSM and LMIS systems, with the aim of ensuring best practices and risk minimization for the Global Fund grants. Activities may involve onsite assessment visits, as well as desk reviews of PSM related planning and monitoring documentation.

You will be asked to collaborate and provide quality-assurance review for Junior PSM Experts working locally in some portfolios.  Illustrative list of countries under consideration: Myanmar, Thailand, Cambodia and Vietnam.

The Profile

We are looking for technically gifted partners with exceptional analytical and diplomatic skills. The ability to clearly identify, prioritize and summarize recommendations are key for success in this position. 

Qualifications

You can successfully qualify for the position if you have:

  • a university degree in pharmacy, in health, or in a related area;
  • 7 or more years of experience in international procurement and supply chain management of health products, including extensive knowledge of public sector operation;
  • Training in health product procurement, international tendering, supply chain management are desirable, as is experience in the management and implementation of HIV/AIDS, Tuberculosis, Malaria and COVID-19 control programmes in developing countries in South-East Asia;
  • Prior experience working with the Global Fund, UN agencies or other international development partners is desired. Though please note the LFA apply a strict 3-year Conflict of Interest policy that forbids consideration of experts having recently worked on GF grants or related activities;
  • Excellent English proficiency.

Assessments relate to the full cycle of product selection, quantification of needs, procurement, quality assurance, storage, distribution, inventory management, and their appropriate use. You will assess and monitor PSM and Logistics Management Information System (LMIS), with the aim of ensuring best practices and risk minimization for the Global Fund grants, including COVID-19 supported services. Activities may involve onsite assessment visits, as well as desk reviews of PSM related planning and monitoring documentation in collaboration with Finance and M&E colleagues. 

You will be locally based and supported by Senior PSM Expert(s), based outside Indonesia.

Qualifications

You can successfully qualify for the position if you have:

  • a university degree in pharmacy, in health, or in a related area;
  • 5 or more years of experience in international procurement and supply chain management of health products, including extensive knowledge of public sector operations. 
  • Trainings in health product procurement and supply chain management are desirable, as is experience in the management and implementation of HIV/AIDS, Malaria and Tuberculosis control programmes in developing countries, especially in Southeast Asia and Oceania. 
  • Prior experience working with the Global Fund, UN agencies or other international development partners is desired, although please note the LFA apply a strict 3-year Conflict of Interest (COI) policy that forbids consideration of experts having recently worked on GF grants or related activities.
  • Proficiency in Bahasa Indonesian and English.

Procurement and Supply chain Management Expert

Short-term experts to assess and monitor Procurement and Supply chain Management (PSM) systems of health products.

ResultsinHealth is looking for interested experts who are qualified to assess systems to procure and manage those health commodities, supplies, and equipment, and who can produce high quality advice to the Global Fund. PSM experts who live in, or close to, the Global Fund `high impact´ countries (in particular in the African and Asian regions) are strongly encouraged to apply.

Responsibilities

Assessments relate to the full cycle of product selection, quantification of needs, procurement, quality assurance, storage, distribution, inventory management, and rational use of commodities. Experts will assess and monitor PSM systems, with the aim of ensuring best practice and risk minimization for the Global Fund. 

Activities may involve onsite assessment visits, as well as desk reviews of PSM related planning and monitoring documentation. Requests come often at short notice, and responses must be swift. Onsite work typically requires 1-2 weeks visits, and reporting is generally required shortly thereafter.

Qualifications

Successful candidates have a university degree in pharmacy, health or a related area, and several years of experience in international procurement and supply chain management.

Hands-on experience is a non-negotiable requirement. Training in pharmaceutical procurement, international tendering, pharmaceutical supply chain management and/or project management are desirable, as is experience in the management and implementation of HIV/AIDS, Malaria and/or Tuberculosis control programmes in developing countries.

Requirements

ResultsinHealth experts have a strong commitment to health and development, and a special interest in issues related to public health. They have an open mindset, flexible attitudes, and an entrepreneurial approach. Strong interpersonal skills are indispensable, as are self-management skills and an ability to deliver in a timely fashion. They express themselves clearly and concisely, especially in written form.

Languages

Excellent verbal and written knowledge of English is a key requirement. All reports will have to be written in the English language. Additional language skills (especially French, Spanish, and Portuguese) are considered an asset.

ResultsinHealth support

ResultsinHealth works with a system of peer-review and discussion within the wider ResultsinHealth team. Senior PSM experts coach new colleagues to strengthen their skills and experience. Deliverables are also reviewed to ensure consistency with internationally accepted good practice, regulations and requirements. Given the strong academic approach of the ResultsinHealth team, significant emphasis is placed on the promotion of objectively verifiable data and reference sources. All services are coordinated by ResultsinHealth’s central coordination team in Leiderdorp, The Netherlands.
