Robert Anguyo Onzima is a researcher and implementer in health systems, and holds an MSc Health Services Management from Uganda Martyrs University. He has excellent skills and experience in mixed-methods research and evaluation design, data analysis, report writing and how to translate research results into plans and actions. He boasts over 15 years’ experience working in public health and health systems in developing countries and has researched in the majority of the health systems building blocks.

In the past five years, Robert has been deployed to South Sudan by the Liverpool School of Tropical Medicine (LSTM). He has been supporting the MoH of South Sudan and UNICEF in designing and implementing independent monitoring of primary health care projects funded by the World Bank. While in this role, he has designed the monitoring strategy, trained data collectors, overseen data collection, analysed data and written reports with recommendations for action in the Rapid Results Health Project (RRHP), South Sudan Provision of Essential Health Services Project (PEHSP) and the COVID-19 Emergency Response and Health Systems Preparedness Project (CERHSP). In these quarterly surveys, Robert has assessed data quality using the hypergeometric LQAS approach, and assessed quality of health care and functionality of health facilities.

In addition, he has conducted quarterly community-based surveys to assess clients’ satisfaction with health care, and barriers to health care access. During the same period, Robert designed and implemented several household surveys, mostly using binomial LQAS approach. On a quarterly basis, he prepared presentations and shared findings with the MoH, UNICEF, and the World Bank country and headquarter teams. He also led on the establishment of community health management information system (CHMIS) in South Sudan in 2018/2019.

Robert is highly experienced in managing large datasets and triangulating findings of data from different databases to draw logical conclusions. He has led or participated in several multi-country evaluations in Uganda, South Sudan, Mozambique, Kenya, Ethiopia, Rwanda, South Africa, Zambia, Pakistan and Indonesia between 2017 and 2023.

Robert also worked as Lecturer at Faculty of Health Sciences of Uganda Martyrs University.
